This first progress report evaluates Armenia's advancement in fulfilling the legislative and policy benchmarks (Phase 1) of the Visa Liberalisation Action Plan (VLAP) across four thematic blocks: document security, border and migration management, public order, and fundamental rights. The Commission finds that while Armenia has demonstrated strong political commitment and initiated significant reforms, further legislative alignment is required regarding data protection, anti-discrimination, and the establishment of independent oversight bodies. Progress remains subject to continuous monitoring of performance indicators, including asylum application trends and readmission cooperation, prior to transitioning to the assessment of effective implementation (Phase 2).AI
