This document is a European Commission recommendation to the Council, issued on 3 June 2026 under Articles 121(2) and 148(4) TFEU and Regulation (EU) 2024/1263, proposing country-specific recommendations (CSRs) on the economic, social, employment, structural, and budgetary policies of Spain for 2026–2027. The six recommended actions address: (1) fiscal consolidation within the net expenditure path endorsed on 21 January 2025, including use of the national escape clause for defence spending and targeted energy measures; (2) continuity of Recovery and Resilience Facility reforms and acceleration of cohesion policy implementation; (3) productivity, innovation, administrative burden reduction, justice system reform, and access to finance; (4) climate resilience, water management, energy infrastructure, and decarbonisation; (5) housing stock expansion and affordable/social housing provision; and (6) child poverty reduction, skills mismatches, early school leaving, healthcare access, and regional disparities. The recommendation is grounded in the Commission's 2026 country report for Spain, the Spring 2026 Forecast, and the Council-endorsed medium-term fiscal-structural plan covering 2025–2028.AI
