This Commission Report, submitted pursuant to Article 190 TFEU, Article 7 of the Euratom Treaty, Article 50 of Regulation (EU) 2021/695 (Horizon Europe), and Article 12 of Council Regulation (Euratom) 2021/765, provides the annual account of EU research and innovation activities and monitoring of Horizon Europe and the Euratom Research and Training Programme for 2025. Key programmatic data indicate that, over 2021–2025, EUR 52.8 billion was awarded through 19,456 grants across 148,884 eligible proposals, with a 14% proposal success rate, and that 22 countries are now associated to Horizon Europe following the accession of Switzerland, Egypt, and the Republic of Korea. The Report further documents the Commission's adoption of an impact assessment and legislative proposals for a future Horizon Europe (2028–2034) and a European Competitiveness Fund, both currently under co-legislative negotiation, alongside planned 2026 measures including a European Innovation Act, a European Research Area Act, and a Scaleup Europe Fund.AI
