This Commission Report, issued pursuant to Article 253(1)(c) of the Financial Regulation (EU, Euratom) 2024/2509, presents the sixth long-term forecast of EU budget inflows and outflows for the period 2027–2034, covering both the current 2021–2027 Multiannual Financial Framework (MFF) and the proposed 2028–2034 MFF. Total forecast payments over the period amount to EUR 2 173 billion, with the proposed 2028–2034 payment ceiling assessed as sufficient to cover overall payment needs, subject to annual variations requiring potential use of MFF adjustment mechanisms. Revenue projections are based on the draft budget 2027 and the Commission's July 2025 proposal for a new Own Resources Decision, with the GNI-based own resource adjusted to ensure budgetary balance in accordance with the principle that expenditure must be matched by revenue.AI
