This Joint Report (JOIN(2026) 15 final), submitted by the European Commission and the High Representative/Vice-President to the European Parliament and the Council pursuant to the May 2025 Joint Communication on the EU's strategic approach to the Black Sea region, documents the first year of implementation of that Strategy across three pillars: security, stability and resilience (Pillar 1); growth and prosperity through connectivity (Pillar 2); and environmental protection, climate resilience, and civil protection (Pillar 3). Key institutional and operational developments include the establishment of a regional Black Sea Maritime Security Hub co-initiated by Bulgaria and Romania, the launch of the cross-regional Connectivity Agenda Platform, the opening of EU accession Cluster 1 negotiations for Ukraine and Moldova on 15 June 2026, and the creation of the EU Partnership Mission in Armenia on 21 April 2026. The Report further records the mobilisation of a EUR 90 billion Ukraine Support Loan, sanctions listings covering 632 vessels linked to Russia's shadow fleet, and the deployment of EU Hybrid Rapid Response Teams in Moldova and Armenia to counter foreign interference in democratic processes.AI
