This Council Implementing Decision amends the 13 July 2021 approval of Portugal’s recovery and resilience plan to account for measures that are no longer achievable due to objective circumstances and to incorporate a REPowerEU chapter. The amendments include the removal or modification of 92 measures, the addition of new investments in primary health care, and the scaling up of energy efficiency and renewable energy initiatives. The decision maintains the original financial contribution and loan support while updating the milestones, targets, and the monitoring framework to ensure compliance with Regulation (EU) 2021/241.AI
