European Commission and REFOR 18 June 2026, Proposal for a COUNCIL IMPLEMENTING DECISION amending the Implementing Decision of 28 July 2021 on the approval of the assessment of the recovery and resilience plan for Slovenia

Also known as

This Council Implementing Decision amends the Implementing Decision of 28 July 2021 approving Slovenia's Recovery and Resilience Plan (RRP) pursuant to Article 20(1) and Article 21(1) of Regulation (EU) 2021/241, following Slovenia's reasoned request of 26 May 2026 on grounds that 26 measures are partially no longer achievable due to objective circumstances including contractor withdrawals, procurement delays, and lower-than-expected absorption capacity. The amendments revise existing measures, add two new measures concerning voluntary contributions to the EuroHPC Joint Undertaking for AI Gigafactories (C7-IO and C7-IOL), and maintain the total financial contribution at EUR 1,612,948,340 in non-repayable support against estimated total RRP costs of EUR 2,082,352,849, with loan support of EUR 468,836,849 remaining unchanged. The Commission's positive assessment confirms that the amended RRP satisfactorily complies with all assessment criteria under Article 19(3) of Regulation (EU) 2021/241, including a 43.05% climate contribution and a 26.48% digital contribution of total allocation.AI
