This Council Implementing Decision, proposed by the European Commission on 18 June 2026 pursuant to Article 20(1) of Regulation (EU) 2021/241, amends the Council Implementing Decision of 28 July 2021 approving Cyprus's Recovery and Resilience Plan (RRP) to reflect a revised plan submitted by Cyprus on 29 May 2026 on grounds that 54 measures are partially no longer achievable due to objective circumstances including lack of demand, implementation delays, technical issues, force majeure, and the availability of better alternatives. The Commission positively assessed the amended RRP against the criteria of Article 19(3) of Regulation (EU) 2021/241, confirming that it continues to address country-specific recommendations, contributes to the green and digital transitions, and maintains the REPowerEU chapter's ambitions, with the total estimated cost of EUR 1,022,123,510 and an unchanged maximum financial contribution of EUR 1,020,223,681 allocated to Cyprus. The Annex to the 2021 Implementing Decision is entirely replaced, setting out revised reforms, investments, milestones, targets, and a nine-instalment disbursement schedule for non-repayable financial support.AI
