This proposal for a Council Implementing Decision, submitted by the European Commission on 13 July 2026 pursuant to Article 20(1) of Regulation (EU) 2021/241 establishing the Recovery and Resilience Facility, amends the Council Implementing Decision of 8 September 2021 approving Ireland's recovery and resilience plan (RRP) to reflect amendments to 13 measures requested by Ireland under Article 21(1) on grounds of objective circumstances, as well as to correct one clerical error. The amendments concern measures across Components 1, 2, 3, and 5 of the RRP, including measures relating to public sector retrofit, Cork commuter rail electrification, anti-money laundering, biomethane, and decarbonisation programmes, while the total financial contribution allocated to Ireland remains unchanged at EUR 1,153,797,007. The Commission assessed the amended RRP against the criteria in Article 19(3) of Regulation (EU) 2021/241 and concluded that the amendments do not affect the positive assessment of the RRP, with the Annex to the original Council Implementing Decision replaced in its entirety to reflect the updated milestones, targets, and instalment arrangements.AI
