This is a proposal by the European Commission for a Council Implementing Decision amending the Council Implementing Decision of 5 October 2021 approving Malta's Recovery and Resilience Plan (RRP), submitted pursuant to Article 21(1) of Regulation (EU) 2021/241 establishing the Recovery and Resilience Facility, following Malta's reasoned request of 26 June 2026 on grounds that parts of the RRP are no longer achievable due to objective circumstances. The amendments concern 20 measures across multiple components, including modifications justified by construction delays, procurement delays, and the adoption of better alternatives to reduce administrative burden, as well as the reallocation of freed-up resources to increase implementation of one measure (C7-I1, investments in distribution centres and cables). The Commission's positive assessment confirms that the amended RRP satisfactorily complies with the criteria in Article 19(3) of Regulation (EU) 2021/241, with the total financial contribution to Malta remaining unchanged at EUR 328,230,928, and the Annex to the original Council Implementing Decision is replaced in its entirety.AI
