This is a proposal by the European Commission for a Council Implementing Decision amending the Council Implementing Decision of 29 October 2021 approving Romania's Recovery and Resilience Plan (RRP), submitted pursuant to Article 21(1) of Regulation (EU) 2021/241 on the grounds that objective circumstances have rendered parts of the RRP no longer achievable. The amendments concern 94 measures, including the removal of three measures (C6.I4, C16.I4a, C8.I7), the modification of 23 partially unachievable measures, the simplification of 68 measures, and the addition of four new measures and the upscaling of two existing measures, while the total non-repayable financial contribution to Romania remains unchanged at EUR 13,566,055,514 and the loan support is reduced from EUR 7,844,472,079 to EUR 6,540,805,186. The Commission's positive assessment confirms that the amended RRP satisfactorily complies with the criteria set out in Regulation (EU) 2021/241, including contributions to the green transition (39.1% of total allocation), digital transition (24.0%), and REPowerEU objectives.AI
