This European Commission Staff Working Document constitutes the 2026 Rule of Law Report country chapter for Cyprus, assessing developments across four pillars: justice system, anti-corruption framework, media pluralism and freedom, and checks and balances. The Report identifies limited progress on the reform of the Law Office and establishment of an independent Public Prosecutor General, persistent delays in judicial efficiency and the operationalisation of the Commercial Court, and significant progress on strengthening the Independent Authority against Corruption (IAAC) through new recruitment legislation. The Commission issues targeted recommendations, including finalising the Law Office reform, establishing an independent Court Service, and enhancing the operational effectiveness of the IAAC.AI
