OPINION OF MR ADVOCATE-GENERAL ROEMER DELIVERED ON 17 JUNE 1971 ( 1 ) Mr President, Members of the Court, The case on which I am giving my opinion today relates to the problems arising from the European Social Fund. The establishment of this Fund is described in Part 3, Title HI Chapter 2 of the EEC Treaty and the Commission is responsible for its administration.
