OPINION OF MR ADVOCATE-GENERAL ROEMER DELIVERED ON 26 OCTOBER 1972 ( 1 ) Mr President, Members of the Court, The subject-matter of the proceedings of the national court giving rise to the reference which must be dealt with today is a claim for payment of a denaturing premium for common wheat. In order to understand these proceedings the following preliminary observations are necessary.
