OPINION OF MR ADVOCATE-GENERAL TRABUCCHI DELIVERED ON 28 MARCH 1974 ( 1 ) Mr President, Members of the Court, The applicant undertaking, which has for a very long time carried on business as a direct wholesaler of Ruhr coal, and has in the past obtained, by repeated actions before this Court, the annulment of several decisions of the High Authority authorizing producers of Ruhr coal to introduce
