OPINION OF MR ADVOCATE-GENERAL WARNER DELIVERED ON 26 OCTOBER 1976 My Lords, Article 31 (1) of the Staff Regulations provides, so far as material to this case, that candidates selected for appointment to vacant posts in Category A shall be appointed to the starting grade of that Category (which is, as Annex I to the Regulations makes clear, A 8).
