OPINION OF MR ADVOCATE GENERAL REISCHL DELIVERED ON 20 FEBRUARY 1979 ( 1 ) Mr President, Members of the Court, The reference for a preliminary ruling on which I have to deliver an opinion today concerns two Council Directives which were issued in order to eliminate obstacles to trade between Member States due to differences in national provisions of a technical nature.
