OPINION OF MR ADVOCATE GENERAL WARNER DELIVERED ON 18 SEPTEMBER 1980 My Lords, This action is brought under Article 91 of the Staff Regulations by a member of the Court's own staff. It is thus one of those rare but embarassing cases where the Court in its judicial capacity finds itself compelled to sit in judgment upon itself as an institution responsible for its own administration.
