OPINION OF MR ADVOCATE GENERAL WARNER DELIVERED ON 21 OCTOBER 1980 My Lords, There is little I can usefully say in these cases. The Italian Republic does not deny that it has failed to bring into force the national legislation necessary to comply with the directives in question. It explains the circumstances that have led to the delay but does not claim that they justify it.
