OPINION OF ADVOCATE GENERAL SIR GORDON SLYNN DELIVERED ON 14 JULY 1983 My Lords, Under Article 73 of the Staff Regulations, officials of the Community are covered against the risks of accident, subject to rules made thereunder. Article 4 of those Rules signed on 22 December 1976 excludes from cover accidents resulting from acts which are “manifestly reckless”.
