OPINION OF ADVOCATE GENERAL SIR GORDON SLYNN DELIVERED ON 17 MARCH 1982 My Lords, In these proceedings the Commission seeks a declaration that the Republic of Italy has failed to fulfil its obligations under the EEC Treaty in that it has required traders to provide guarantees to the Ufficio Italiano dei Cambi, the Italian Foreign Exchange Office, when making advance payments for the importation
