OPINION OF MR ADVOCATE GENERAL REISCHL DELIVERED ON 10 MARCH 1983 ( 1 ) Mr President, Members of the Court, In 1981 two new posts of director were added to the list of posts of the Council of Ministers. The Council allotted one of the posts to its Directorate General A for the newly created post of Director of the Budget and Staff Regulations.
