OPINION OF MR ADVOCATE GENERAL REISCHL DELIVERED ON 26 OCTOBER 1983 ( 1 ) Mr President, Members of the Court, The applicant in this case is a relatively small Italian undertaking which manufactures virtually nothing but concrete reinforcing bars, and does so — or at least it did at the time of the relevant facts — by processing semi-manufactured products on behalf of other persons.
