OPINION OF ADVOCATE GENERAL SIR GORDON SLYNN DELIVERED ON 23 FEBRUARY 1984 My Lords, The applicant in these proceedings took part in Competition COM/A/322 which was arranged for the purpose of creating a reserve list of administrative officers in grades A 7/6 who would be concerned with nuclear installations and materials. He came out high in the competition.
