OPINION OF MR ADVOCATE GENERAL MISCHO delivered on 27 February 1986 ( *1 ) Mr President, Members of the Court, 1. The action By a decision of 19 December 1984 the Commission imposed on Manchester Steel Ltd a fine of 172987 ECU (UKL 105466) for having exceeded its production quotas for the first, second and third quarters of 1982. The applicant brought an action against that decision.
