OPINION OF MR ADVOCATE GENERAL LENZ delivered on 23 April 1986 ( *1 ) Mr President, Members of the Court, A — On 24 May 1982 the applicant in this case notified the Commission — through Galvanor, an undertaking belonging to the same group — pursuant to Decision No 3302/81/ECSC of an investment programme relating to a plant for the production of galvanized sheet.
