OPINION OF ADVOCATE GENERAL SIR GORDON SLYNN delivered on 10 June 1987 My Lords, Article 9 of the Staff Regulations provides that there shall be set up within each institution a Staff Committee the composition and procedure of which shall be determined by each institution in accordance with the provisions of Annex II to the Staff Regulations.
