Opinion of the Advocate-General Opinion of the Advocate-General ++++ My Lords, Mr Nuñez, a Spanish national, became employed by the Commission with effect from 1 October 1986 and he worked in Brussels . He claimed the expatriation allowance, which is provided for in Article 4 of Annex VII to the Staff Regulations, and he also claimed an installation allowance under Article 5 of the same Annex .
