OPINION OF ADVOCATE GENERAL F.G. JACOBS delivered on 25 March 1992 ( *1 ) My Lords, 1. In these proceedings under Article 169 of the EEC Treaty, the Commission asks the Court to declare that the Grand Duchy of Luxembourg is in breach of Articles 48 and 52 of the Treaty.
