OPINION OF ADVOCATE GENERAL JACOBS delivered on 17 February 1993 ( *1 ) My Lords, Members of the Court, 1. In this case Italy seeks the annulment of a Commission decision which declared State aid introduced by Italy to be incompatible with the common market within the meaning of Article 92(1) of the EEC Treaty.
