Opinion of the Advocate-General Opinion of the Advocate-General ++++ My Lords, 1. In the present case, the Hoge Raad (Supreme Court) of the Netherlands has referred a number of questions on the compatibility with the Treaty of national rules concerning the annual testing of motor vehicles.
