The question referred for a preliminary ruling by the Belgian Cour de Cassation (Court of Cassation) concerns the interpretation of Article 69(4) of Regulation (EEC) No 1408/71 ( 1 ) (hereinafter ‘the Regulation’) which contains a special rule for Belgium. 2.
