Opinion of the Advocate-General Opinion of the Advocate-General 1 The Commission has applied to the Court under Article 181 of the Treaty for recovery of moneys advanced to Industrial Refuse & Coal Energy Limited (hereinafter `IRACO'), an English company, for the execution of a project under the terms of a contract which the Commission unilaterally terminated in view of IRACO's non-performance.
