Opinion of the Advocate-General Opinion of the Advocate-General 1 In these proceedings, the Italian Republic contests the Commission Decision of 22 October 1996, which declared unlawful and incompatible with the common market the fiscal bonus scheme which Italy had introduced for the 1993 and 1994 fiscal years in favour of road-haulage undertakings operating for hire or reward.
