Opinion of the Advocate-General Opinion of the Advocate-General 1 The appeal before us has been brought by the Economic and Social Committee against the judgment of 17 February 1998 of the Court of First Instance in Case E v Economic and Social Committee of the European Communities, (1) annulling a disciplinary measure of 18 January 1996 consisting of a relegation by three steps, imposed on E, at
