Opinion of the Advocate-General Opinion of the Advocate-General I - Introduction 1. In these proceedings for failure to fulfil obligations the Commission asks the Court to declare that by adopting certain provisions on the activity of traffic consultant, the Italian Republic has breached the principles of freedom of establishment and freedom to provide services laid down in the Treaty.
