This appeal has been brought by a company incorporated under German law, Interporc Im- und Export GmbH, (2) against a judgment of the Court of First Instance of the European Communities of 7 December 1999 partially annulling the Commission's decision of 23 April 1998 (3) refusing the appellant access to documents.
