In the present case the Spanish Tribunal Supremo (Supreme Court) requests a preliminary ruling on the interpretation of Article 4(2), Article 9(2) and Annex VII of Directive 97/33/EC of the European Parliament and of the Council of 30 June 1997 on interconnection in Telecommunications with regard to ensuring universal service and
