In the present infringement proceedings, the Commission seeks a declaration by the Court that the Kingdom of Belgium has failed to adopt or notify, within the prescribed period, the laws, regulations and administrative provisions necessary to transpose fully Council Directive 90/641/Euratom of 4 December 1990 on the operational
