OPINION OF ADVOCATE GENERAL ALBER delivered on 27 June 2002 ( 1 ) I — Introduction 1. The Commission has brought the present infringement proceedings against the French Republic for breach of Article 4(1) of Council Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds ( 2 ) (‘the wild birds directive’).
