By an order of 24 July 2001 the Arbeitsgericht (Labour Court) Bielefeld (Germany) submitted to the Court pursuant to Article 234 EC two questions for a preliminary ruling on the interpretation of Council Directive 94/45/EC of 22 September 1994 on the establishment of a European Works Council or a procedure in Community-scale
