Opinion of the Advocate-General Opinion of the Advocate-General 1. The Commission seeks a declaration from the Court of Justice, under Article 226 EC, that the Kingdom of the Netherlands has failed to fulfil its obligations under Article 7(3) of Directive 89/391/EEC on the introduction of measures to encourage improvements in the safety and health of workers at work.
