Opinion of the Advocate-General Opinion of the Advocate-General I ─ Introduction 1. In the present action for failure to fulfil obligations, Portugal is accused of having failed to implement or at least of having failed to implement correctly a number of provisions of the Habitats Directive and of the Directive on the conservation of wild birds.
