Opinion of the Advocate-General Opinion of the Advocate-General 1. This case essentially raises two questions, which relate to the delegation of powers within the European Central Bank (‘the ECB’). The first question asks whether the Governing Council (2) could lawfully delegate to the Executive Board (3) the power to adopt implementing rules in relation to conditions of employment.
