In this action, the Commission of the European Communities seeks a declaration from the Court that the Federal Republic of Germany has failed to comply with its obligations under Council Directive 91/439/EEC of 29 July 1991 on driving licences. (2) 2. In support of its action, the Commission relies on a series of complaints.
