Opinion of the Advocate-General Opinion of the Advocate-General I – Introduction 1. In these infringement proceedings the Commission claims that Italy is in breach of the provisions of the Treaty on the free movement of capital. The proceedings relate to a provision of Italian legislation enacted in the course of liberalisation of undertakings in the electricity and natural gas sectors.
