Opinion of the Advocate-General Opinion of the Advocate-General I – Introduction 1. Community law lays down the limit values for the emissions of particulate matter by diesel vehicles. However, the Netherlands is planning to authorise only vehicles complying with stricter limits. The measure is intended to help reduce the proportion of particulate matter in the ambient air.
