By its reference for a preliminary ruling under Article 234 EC, the Tribunale di Napoli (District Court, Naples) (‘the referring court’) asks the Court of Justice of the European Communities three questions concerning the interpretation of Council Directive 80/987/EEC of 20 October 1980 on the approximation of the
