Opinion of the Advocate-General Opinion of the Advocate-General 1. Directive 2009/12/EC of the European Parliament and of the Council of 11 March 2009 on airport charges (2) (‘the Directive’), includes within its scope two categories of airport, first, airports ‘whose annual traffic is over five million passenger movements’ and, secondly, airports ‘with the highest passenger movement in each
