WRITTEN QUESTION No 2016/85 by Mr Niall Andrews (RDE — IRL) to the Council of the European Communities (13 November 1985) (86/C 99/59) Subject: European City of Culture According to the resolution adopted by Ministers responsible for Cultural Affairs, meeting within the Council on 13 June 1985, it is proposed that an event, 'European City of Culture' should be held each year by one Member State.
